Cleveland Police arrest guy for shotgun in his hand

If this has been posted here before, I could not find it. Incident is from May. Person arrested is named Tolbert. He was open carrying a pistol in a holster and carrying a shotgun in his hand, something you would see many hunters doing in Ohio. But he was not a hunter so Cleveland Police pulled out the old "inducing panic" card and arrested the guy. Story has a link to the Cleveland PBS website where you can watch footage from multiple bodycams. At least one of the cops knew the guy was doing neighborhood watch stuff but that did not seem to matter in the end.
I’m not anti-police, but I do question why Tolbert was taken into custody, especially given the fact that at least one of the officers on scene recognized him from his visit to the police academy as part of New Era Cleveland’s outreach. None of the officers seemed to perceive Tolbert as a threat, but it sure looks like some of them wanted to arrest him for something, so that’s what they did.

That's the issue right there. The police are expected to do something and about the only option they are ever given is to arrest somebody.

I wonder if they'd have arrested him if the shotgun was slung rather than carried in hand?

(Don't jump on me for asking this. Those here who know me, know where I stand on gun rights.)

At approximately 18:32 of the video, there's a discussion about improper handling amongst the officers

Sorry about that. I bought the Townhall package and forgot that Bearing Arms is part of it.

And yes, it is the same incident. Here is the link to the Cleveland PBS website story:

I've always said, the person that calls 911 is inducing the panic.

Seems to me that the guy caused his own problem.
I mean, unless he was intentionally trolling to get arrested so that he could sue or something...

I feel like if he had done these two things:
1. Carried the shotgun slung, and;
2. Cheerfully engaged the first cop on scene in conversation.

He would not have been arrested.

Note:
I will not entertain any criticism of my viewpoint on the basis that I am somehow anti-gun.
I have personally open carried many times, and I have had LEO contact while doing so, without a single negative consequence.
I also believe that the 2nd Amendment protects my right to own a fully operational Nimitz Class aircraft carrier. Please contribute to my GoFundMe.

Regardless, being a "dumbass" isn't a crime. By all rights he should be exonerated if that's all he was doing.

He may be an activist, but it doesn't sound like he was doing anything that many of us wouldn't consider doing. Also sounds like he has some real damages from the arrest and that the sergeant making the decision to arrest was an idiot.

From the audio I've heard, there were some on the scene advising against arrest and it was ignored.
