The AFT has approved Ohio CHL's that have been issued on or after March 23, 2015 as a valid NICS background check.

And before anyone asks, the term "unlicensed person" in the letter means someone without an FFL.

So no more 4473 for those with CHLs dated 3-23-15 or later? Those get to go and buy a gun like a can of corn? Mercy me.. did I die and go to heaven?

This just negates the background check by the FFL, you still do the form.

Sorry, you still have to fill out the 4473, this just eliminates the need for a NICS check at participating dealers.

You still have to fill out a 4473.

That is completely separate from a NICS check.
