Somolia gun ban

The citizenoverns know they will be victems if they surrender arms, but the government is going to forcibly take them to maintain power. The article makes it appear that the citizens are the trouble makers.

MOGADISHU, Somalia - Ahmed Hassan has no plans to part with his AK-47, the weapon of choice in this notoriously violent city, even now that a legitimate government is functioning here for the first time in more than a decade.
A legitimate government that is propped up by a neighboring country that seeks to let Somalia rot in its status quo? A legitimate government that allows warlords to plunder the civilian population at will?
