Actually this is very favorable as one can buy a lower receiver and build a pistol, rifle, or SBR as they see fit. I think it changed in '08/'09 http://www.freerepublic.com/focus/news/2112138/posts

I'm not saying it isn't favorable... Just saying it's another idiotic ATF law.
