HB 495 wasn't even talked about and passed till the wee last minutes in the Senate. So, not sure how why you think it's "not looking good." Nothing is going to happen between now and the election.
Looking at the past ~two years of no gun bills crossing the Governor's desk.
The ODP had some options early on in the process. If memory serves, there was a female Democrat OGA member who expressed interest, but she was pushed aside. The thought was she would not be a strong candidate.
It is rumored the ODP was not persuasive in their dealing with their candidate. Since Candidate FitzGerald is now locked into a spot on the November ballot, the election must unfold.
I read all the Ohio Democrat constitutional office contenders will soon take a campaign bus tour of our state. I venture this will not be a pleasant journey for all involved. lots of backbiting, lots of second-guessing, plenty of acrimony.

Why isn't HB 454 listed? It would allow CHLs to lock a gun in their car on school property and actually go into the school building to drop off/pick up items. This bill was passed out of committee on 5/28/14 and has been waiting for Speaker of the House Batchelder to schedule a floor vote since then.

I have no official knowledge, but this is the bill that I raised several concerns with my rep about. I got back a fairly lengthy reply that he agreed that in current form the bill could cause more problems than it fixes. He was going to work with the sponsors and leadership if it was going to the floor. So either that's still going on or they're just not going to advance the bill as is.
Better yet, strike (b) completely. As parent volunteers, we're often at school for meetings, stuffing envelopes, etc. The whole "dropping off" section, even when enhanced to cover documents/items, doesn't cover what we do every week.

Or, you're dropping your kid's lunch off (allowed) and the teacher pulls you aside for an impromptu conference (not so allowed). But hey, if you don't get back to your car by some arbitrary time limit (in the eyes of a prosecutor) it's only a felony.
My point is what difference does it make? Either folks are allowed to be on school grounds with a properly secured firearm or they're not. It seems to work well enough for colleges in this state. I would also love to see some language explicitly prohibiting schools from trespassing parents who might seek to take advantage of this exception. But hey, let's not get greedy.
Yeah, give these American LAC's a little personal RKBA freedom in one place and the next thing ya' know they've initiated a dozen more proposals to languish in the Legislature for yet more personal RKBA freedom; just can't keep 'em under control and happy.
Just a suggestion. We recently got added to a new bill the language that allowed an absolute affirmative defense of any violation of place or manner of carry if the weapon was actually used in self defense. Would that be something to interest you all in copying?
BFA is reporting that legislators are contemplating amalgamating several gun bills together and attempting to get it passed before the session ends.
With just weeks to go before the end of the legislative session, Sen. Bill Coley (R-Liberty Twp.) said the majority caucus is considering using one of the firearms-related bills as a vehicle for the other changes.
"We're just discussing whether we should combine the two bills into one...just looking at all the ideas from the various bills and combining it all into one," he said in an interview.

"Not sure what the vehicle we're going to use to move this stuff," he said. "We really like (SB338) and we like a lot of stuff that's in (HB234) and some of the stuff in the other House bill we like too. So we're looking at just adjusting and figuring out what the vehicle's going to be to move everything in."
