IANAL, but if the console came with a lock it'd be legal, even if there was a non-locking cover over top of the lock....

Setting a locking box into the console ought to get by just fine if it's indeed locked.

I would expect that the inner safe should be secured to the outer console, but maybe not....

(The whole idea is that, other than being a poison pill introduced into the law by criminal-friendly legislators, you can't actually use the firearm without a number of visible, time-consuming, criminal-friendly steps. Officer - and criminal - Safety, you understand.... :evil: )
