Well, my ears were burning a little earlier. For those who don't know, I'm a Sergeant in the Cleveland Police Department, and assigned to the 6th District, far northeast side.
I hate to say it, but the quality of our customer service varies widely. As a positive example, I was in the District Commander's office the other day and overheard one of the officers who works there giving out info on gun registration and setting up an appointment. When the citizen said he works 8a to 4p and couldn't make during the day, the officer made an appointment for him to come at 7a before he goes to work.
In defense of the person at the Justice Center, we are stretched pretty thin. We have about half the officers the FBI said we should have. Often only one or two people in an area know how to do a particular job and if they are sick or on vacation it can be a problem. The other issue is that we all have our own work to do and if we start doing the other person's assignment, then our own work doesn't get done. Of course, we are all human and lots of other factors come into play.
Still, this is an issue that should be addressed. Anyone who feels that they had a problem can pick up a complaint form at any Cleveland police station or the Justice Center. You can take the form home with you, fill it out, and return it to any Cleveland Police Station, the Justice Center, or City Hall. The should give you a copy as your receipt. You will be contacted by the Office of Professional Standards in a few days, then they will investigate.
One last thought, if preemption passes, then survives the inevitable court challenges, it will do away with all the odd-ball local gun laws, including gun registration.
