Woman shot by homeowner in Clark Co. after ‘deceptive communication,’ deputies say

Deputies said the woman was a stranger to the homeowner and not invited to the property.

“We believe there may have been some deceptive communications relayed to the homeowner by parties associated with the female,” Shultz said.

Shultz said that they believe the woman started a conversation with the elderly man.

Neighbors told News Center 7 she initially parked near the road but it was later against the home’s side door.

Deputies towed the woman’s car to obtain a warrant and search it for information and potential documentation.

The homeowner also is sharing communications he received that may be connected to the woman and potential scam.

It’s not clear if the woman tried to force her way into the home but deputies believe she began scuffling with the man.

“We have these kinds of things all the time with people. Most of them don’t involve someone showing up on a doorstep and instigating violence,” Shultz said.Deputies have not updated the woman’s condition at Kettering Hospital.

They did expect the elderly homeowner to be released sometime Monday. Deputies say it will be up to prosecutors to decide whether anyone faces charges involving this event.
By "released" they mean from medical care for the 80 yr old man.

UPDATE: The woman who was shot and killed was allegedly part of a duo, where a man phoned in the threat kill the elderly man and his family unless he got money and then sent the woman over to get the money. The male also allegedly said he was on the way over as well to collect, but I guess he changed his mind after his alleged accomplice got shot. :roll: She allegedly physically assaulted him after arriving, injuring him,. The sheriffs dept. said they are familiar with this money scam, but it's unusual for the suspects to actually try to physically interact with a victim.

Although the homeowner was allegedly injured (either by the driver or self inflicted, unreported at this time) it was allegedly only after he shot the woman once in the leg. The only threat she allegedly made at the time was a threat to call 911 and he wanted her cellphone. At this time it appears that the woman killed was NOT aware of the scam, was allegedly only told by the scammer to pick up a package at that location so it appears she is also a victim of the scammer, if they ever find him or her. :(
As News Center 7 previously reported, Brock called 911 and reported that he had shot someone on his property who was attempting to rob him. When they got to the scene, first responders found Hall on the ground with multiple gunshot wounds and Brock with an injury to his head and ear.

An initial investigation showed that Brock had been the victim of a scam call regarding an incarcerated relative. The caller threatened Brock and demanded money, the sheriff’s office reported.

An investigation showed that Hall, an Uber driver, also received communications from the same person calling Brock or an accomplice through the Uber App. They asked her to pick up a package for delivery from Brock’s home.

As we reported on News Center 7 at 5:00, investigators said Hall was unfamiliar with the circumstances of what had happened to Brock, arrived at his home, and made contact with him.

“Hall, suffering from medical conditions and unarmed, made no threats or assaults toward Mr. Brock, and made no demands, other than to ask about the package she was sent to retrieve through the Uber App,” the sheriff’s office said.

When she contacted him, Brock pulled out a gun and held her at gunpoint, “making demands for identities” of the people he spoke to on the phone.

Newly released video showed the altercation between Hall and Brock.

“Stop, stop or I’ll call 911!” Hall yells at Brock.

Brock also took Hall’s cell phone and wouldn’t let her leave.

“Give me that phone,” Brock can be heard saying in dash camera video pulled from Hall’s car.

When she tried to get in her car to leave, Hall was shot by Brock, and Brock was injured in a subsequent scuffle at the car door. He would go on to allegedly shoot Hall two more times.

It wasn’t until after he allegedly shot Hall three times that Brock called 911.

“Due to there being no active threat presented by Ms. Hall at any time during the encounter, and Mr. Brock’s failure to contact authorities for assistance while brandishing a firearm, during which he fired at and struck Ms. Hall multiple times, he was arrested and charged with Murder,” a spokesperson for the sheriff’s office said in a release.

That there is an ornery 80 year old! Even Joe Deters in a real generous mood would have felt compelled to prosecute that guy, wouldn't he Mike?

Exactly, or at the very least after she showed up. Not only is it the right thing to do legally, it is also probably the right thing to do tactically. Suppose she had actually known what was going on and was armed? Or if she had accomplices hidden? Even if you are legally justified it sometimes doesn't pay to get involved in a shootout where you might get injured or killed regardless of what happens to the attacker. If I would've gotten that kind of threatening phone calls and then someone shows up to "collect" something, I'm not going outside to confront them, I'm staying in the limited protection of my house and calling 911. If they leave before the deputies get there so what? If they try to break in or start something from outside while you're waiting, then you are justified in defending yourself.

If he would've done that not only might the woman not have been shot and he wouldn't be charged with murder, but the police might've been able to get some more information from the Uber driver about who ordered the pickup and where it was supposed to go, maybe even let her "deliver" something just so that LE can catch the caller who (probably falsely) claimed to also be LE.

I do believe that Joe would have taken him before the grand jury and should have.

UPDATE: The story is now national and in some cases international. The man posted 10% of a 200K bond and is out on bond. There are NOW "no trespassing" signs posted on his property, although that wouldn't have made a legal difference anyway prior to the shooting. Upon reviewing the video and pausing it, it appears that the gun might've been a SA revolver of some kind, which might explain the hammer back, but not his finger on the trigger.
If he had just stopped at the first shot he might've been able to claim a negligent discharge but not the next 2 shots. If you can view the website and watch the video pause it when the gun is shown and look at the under side of the barrel near the front. I haven't seen it reported what kind of gun it was, if anyone knows or can ID it from the video please let me know.

Didn't he prosecute a University cop that ended in 2 mistrials and tried unsuccessfully to use the t shirt he was wearing under his uniform shirt as evidence against the guy, and 2 trials ended in mistrials? This case so far appears a little more solid than that one.

Yep. He seemed to bend hard to community pressure on that case, which felt out of character to me. Now he's on the Ohio Supreme Court. No idea if those two things are connected.

The video shows Clark County deputies arrive at a home on S. Charleston-Clifton Road last month after 81-year-old William Brock shot 61-year-old Loletha Hall. As they arrived, paramedics were treating them both.

“Are you the shooter?” one deputy asks Brock.

“Yes,” he replied.

They detained Brock in the back of a cruiser and checked to make sure he had no weapons on him besides a gun he placed back inside the home at the direction of an emergency dispatcher.

Brock expressed relief that first responders were there.

“I’m sure glad to see you guys out here because I’ve been on the phone with this guy for a couple hours,” Brock said.

He claimed he was told his nephew was in jail, that he’d been threatened, and that he’d retrieved $12,000 in bail money. He told them he was supposed to take the cash to Springfield then the female driver arrived.
The deputy asked Brock if anyone was with Hall in the car.

“No, ma’am. She was sent out of Springfield, as I understand it,” he replied. “She was after blood money.”
Having no one in the car doesn't automatically mean that there is no accomplices. I am personally aware of a situation back in the day where 3 people drove to a place, stopped just short of the destination and 2 of the 3 got out and walked up while the 3rd drove up to the building. The person inside had their attention focused on the car and the person in it and didn't see the other two who sneaked up on foot. This is another reason why to not go outside to confront someone, particularly if you get a threatening call beforehand.

If she was really to deliver a package to Springfield, presumably that infers the scammer is there, regardless of his phone #. If the guy had just called 911 and let the police handle it, they might've been able to set up a sting and actually catch the scammer and no one would've been shot that was not aware of what was going on. :(
