Because, um, uh, well...the 8th would cause confusion...
It wasn’t long ago that U.S. District Judge Katherine Menendez ruled that Minnesota’s ban on concealed carry licenses for adults under the age of 21 was unconstitutional, but less than a month after handing down her initial decision in favor of the plaintiffs the Biden appointee is now siding with the state in its appeal.

Menendez went even further in her reasoning, however; undercutting her original opinion striking down the state’s prohibition by repeatedly arguing that issues like this are “open to differing conclusions” and that “[r]easonable minds can easily disagree about several aspects” of her own analysis.

Early life and education

Menendez was born in Emporia, Kansas. She earned a Bachelor of Arts degree from the University of Chicago in 1993 and a Juris Doctor from the New York University School of Law in 1997.
Notable cases

On March 31, 2023, Menendez struck down Minnesota age limits on carrying firearms.

First the Judge say this:
The Court balances: (1) the likelihood that the stay applicant will succeed on the merits of its appeal;....
Then says this:
The Court finds that the first factor—likelihood of success of the merits of an appeal—weighs in favor of a entering a stay.
So, the Judge is saying even though I found the law unconstitutional, I believe I was wrong and I will be overturned.
