What is this???

I found this in a corner of my in-law's garage while clearing it out. It is hinged, has several different positions for the hinge bolts, and is about 32" x 9.5". No maker's marks. Have taken it to a blacksmith's forge and Sauder's Village - no one has a clue. The garage it was found in is located is rural Defiance County, near what used to be apple orchards.

Looks to me to be a pair of boot spurs bolted together so they did'nt get lost/seperated.
The question i have is that long hooked part, can't figure that part out.

Given the small tabs in the center will only allow it fold one way and assuming the curved 'handles' on each side, it looks like it would have been used to 'score' something down each side with the stars. Weird thing is it doesn't look like it comes apart quickly so whatever it was used on this device would have to be able to be place over the top or up from the bottom.

FYI, google lens didn't even give any hints.

It looks like the contraption that my buddy uses in his furnace when he has several hundred pounds of brass melting in a flask, then uses that to pick it up out of the furnace.

I'm just thoroughly guessing here...
But I would guess that it's a purpose hand built tool.

What I think it would be good for-
Is to loosen/remove bark from a log for processing or using for building.

I'd run it down a log with the "handles" and score the bark to loosen it.

Thanks for all of the answers! Carol has this posted on an Ayersville facebook group, someone there said it was used in harvesting apples. Not sure how that would work.

I have a metal detecting buddy, he found that it is an antique cast iron cow neck yoke collar. The wings stick out on both sides, and if the critter attempts to go through a fence gate it presses the spurs into the critter, which usually deters said critter from passing through the gate.
