Well yeah I always make sure to verify their information against what they put down on the bill of sale.

It may be a "feel good piece of paper". But its my right if I want to buy something like a gun from someone to request one.. If they have a problem with signing one then they have the right not to sell... You'd be surprised at the deterrent factor it plays too.. Someone's not out to leave a paper trail if they think it can come back on them.
