GWC - I had no problem.
They have regular hours (I think 8-2 M-Th, and Sat) that they do it, but no appointments were necessary as of a week or two ago. He answered the phone will taking my application, so during those hours you should get someone.
The downside of that, I imagine, is that there could be a wait depending on people being there ahead of you. I sat in the waiting room for about 5 minutes to apply, then about 10 to pick it up (but it was right at lunch time on a saturday!)
Also a nice touch is that the deputy sheriff I worked with said that you don't need the 2x2 photo (and sure enough when I looked again it is not listed on their website as being necessary). He said "Oh, I don't require those...I try to save people a few bucks where I can." I thought it was very nice.

I applyed yesterday 4/04/06 at the lake county office and picked up my permit today. The Sheriff's were very nice and it could not have went smoother. The best time to get there is around 9:00am. I was in there about 15 min and the next day about 10 min and they even gave me a free gun lock. A++++ all the way.
