Which will effectively turn nearly all of the 10's of millions of braced pistols into NFA SBR's. Turning millions on gun owners into felons.
They propose a points system which turns just about every brace and braced pistol configuration into an SBR, including ones they have previously approved. They even leave it up to their own subjective discretion to turn something that does in fact meet their point system into an SBR if they don't like it.

Which will do several things.
They are seeking the ability to set criteria to determine whether a unfinished frame or receiver (80% and kits) will be treated as a firearm not based on how much machining has been done, but based on their determination on how "Readily" one could finish one into a firearm.
Also to determine that split frame receivers, like an AR15 or semi-auto pistol, that house any fire control component, will all be considered a receiver or frame. This will turn upper/lower receivers in a rifle or slides and frame in a pistol both into serialized legal firearms.

Frame or receiver. A part of a firearm that, when the complete weapon is assembled, is visible from the exterior and provides housing or a structure designed to hold or integrate one or more fire control components, even if pins or other attachments are required to connect those components to the housing or structure. Any such part identified with a serial number shall be presumed, absent an official determination by the Director or other reliable evidence to the contrary, to be a frame or receiver. For purposes of this definition, the term ‘‘fire control component’’ means a component necessary for the firearm to initiate, complete, or continue the firing sequence, including any of the following: Hammer, bolt, bolt carrier, breechblock,cylinder, trigger mechanism, firing pin, striker, or slide rails.
They are also changing the record retention requirements for dealers, from 20 years to indefinite.
