This man was a gun shop owner whose cash deposits were almost but not quite $10,000. Classic example of government slipping its chains. There are laws and regulations in place that require banks to report cash deposits of more than $10,000 as an aide to catching money laundering. There is also a requirement to report a pattern of cash deposits below 10k in a manner suspicious of avoiding those reports which is called "structuring". Surprisingly (or maybe not) the government can seize your money just because the pattern is suspicious and you have to prove you did nothing wrong to get it back. The bill in his name put the burden on the government to prove the source of the funds was illegal.
