Houston Police Sick and Tired

On Monday afternoon, around 5:00 pm, a dozen SWAT team members with Houston’s narcotics department, along with six other patrol officers descended on a Pecan Park home to serve a search warrant. According to police, their undercover agents had purchased black tar heroin from the home several times before the raid.

As police approached the door, however, the suspects inside opened fire and 4 of the officers were shot. Another officer injured his knee during the raid, but was not shot. During the exchange, the two suspects were both shot and killed.

After the raid, Houston police chief Art Acevedo and the Texas governor issued statements decrying the “horrific attack” on police officers and “asked for prayers.”

After the governor and the chief issued their statements of support for the officers and asked folks to keep them in their thoughts, Houston Police Officers’ Union President Joe Gamaldi went on the offensive, noting that “we’ve had enough!”

“We are sick and tired of dirt bags trying to take our lives when all we’re trying to do is protect this community and our families,” he said. “Enough is enough.”

While it is entirely acceptable for an officer to be angry and voice their opinion about criminals who try to shoot them, Gamaldi then took it a step further and went after people who may just be critical of police. He then threatened that they will be “tracking” these people who are critical of cops.

“If you’re the ones that are out there spreading the rhetoric that police officers are the enemy, just know we’ve all got your number now, we’re going to be keeping track of all of y’all, and we’re going to make sure that we hold you accountable every time you stir the pot on our police officers. We’ve had enough, folks. We’re out there doing our jobs every day, putting our lives on the line for our families.”

Seems like there's a lot of dehumanizing language being tossed around these days. Perhaps identity politics doesn't have a positive outcome after all?

When drugs are legalized, gang violence drops — drastically. Not only does it have a huge effect on the localized gangs in America, but the legalization of drugs is crippling to the violent foreign drug cartels too. This is the reason Norway and other countries like Portugal have moved to decriminalize all drugs.
Ohio had medical marijuana sales starting this month. First day had 9 pounds sold for $75,000 or just over $500/ounce. At those prices, they certainly won't dent the illegal drug trade.

I don't believe for a minute that legalizing drugs puts the gangs out of business. I think we just get a different gang.

Lest we forget, at the beginning of the 20th century heroin (probably morphine, too) could be purchased OTC. Addictions were rampant. That is why the drugs became illegal.

Yes, the original formula for CocaCola contained cocaine.

IIRC Heroin was developed as a cure for cocaine addiction and morphine was developed as a cure for heroin addiction.

Wish more public officials weren't afraid to actually speak what's on their mind without being raked over the coals & ridiculed.

More fallout from this case...where some are so sick and tired, that they're cashing out...bravely running away...
There are continued repercussions from the no-knock raid that resulted in the death of a middle-aged couple in Houston, and the wounding of four police officers in the gunfight the raid engendered. The strike happened on January 28, 2019. Four officers have retired as of 22 March 2019.

The exact timing of events is uncertain because no officers wore body cameras. Surveillance video from the house next door was confiscated by the police.

It has been claimed a small amount of marijuana, and a tiny amount of cocaine was recovered at the house. No heroin was found, or any evidence of drug dealing.

As the investigation has continued, it was discovered the evidence used to justify the raid, had been falsified.

Reports from Houston reveal that four officers have retired in conjunction with the ongoing investigation. From chron.com on March 22, 2019:

Officer Gerald Goines retired Friday afternoon while under investigation following the Jan. 28 shooting deaths of two residents during a “no-knock raid” of a Pecan Park residence in south Houston. The Harris County District Attorney’s Office is reviewing more than 1,400 criminal cases that Goines worked on over the course of his 34-year career.

Goines was relieved of duty as questions mounted about his actions leading up to the drug raid, in which a team of undercover narcotics officers burst into a residence at 7815 Harding St. after obtaining a no-knock search warrant. A gun battle ensued that left homeowners Dennis Tuttle and Rhogena Nicholas dead. Goines was shot, as were three other officers, one of whom remains hospitalized.

All of the officers who have retired had more than 20 years with the Houston Police Department (HPD) as narcotics officers.

There was no ambush. The police fired first. It was a no-knock raid based on false evidence.

There are many unanswered questions about who fired when and who hit who. The missing .357 magnum revolver remains a mystery. No handgun of any kind was recovered at the scene.

The FBI is involved in investigating this mess. There is a reasonable chance for reform, even though the FBI reputation has suffered much during the Mueller witch hunt.

The police Chief has drastically reduced no-knock raids. Hundreds of cases done by the narcotics officers involved are being reviewed. Some pending cases have had charges dropped.

Some people are trying to understand why Goines was charged with felony murder.

Treece said a felony was committed during the drug raid that led to the shooting that killed Dennis Tuttle and Rhogena Nicholas.

“That is the tip turned out to be not valid. The no-knock warrant was fraudulent therefore that could be it or it could be the tampering with government documents,” Treece said.

Treece said that makes Goines responsible even if he didn’t pull the trigger.

People are also asking why doesn’t the DA’s office didn’t charge the tipster that lead police to Harding Street.

We know the no-knock warrant was fraudulent. Both Houston Police Chief Acevedo and District Attorney Ogg acknowledge this fact. We know no significant amount of drugs or cash was found at 7815 Harding Street. We know most of the neighbors did not see anything suspicious and knew Dennis Tuttle as a medically discharged Navy man, and Rhogena Nicholas as a caring, believing Christian wife, who sent a prayer to her mother every day. The neighbors said the couple kept to themselves, with few visitors. We know the only heroin found in relation to the raid was heroin found in Sgt. Goines Houston Police Department vehicle.

We know it was the police that fired the first shot, killing the couple's dog, after they broke down the door without warning. Breaking in without warning is the point of a no-knock raid.

In the press conference, delivered with confidence and authority by District Attorney Ogg, several facts were highlighted.

The no-knock warrant for the raid was approved by a municipal judge. No member of the Harris County District Attorney's office saw or had anything to do with the warrant until after the raid occurred. DA Ogg was careful to make this point early.

The raid was carried out by HPD narcotics squad 15. There were ten members of the squad at the raid.

So who get's to define what is a "significant" amount of cash is? Why would this make the no knock ok to do? I know people who don't trust banks and keep large amount of cash on hand, does that make them targets for a no knock?

The two officers were set to make an initial appearance in federal court Wednesday afternoon after being arrested at their homes early Wednesday morning.

Goines was charged with seven counts, including two charges in which he is accused of depriving the couple of their constitutional right to be secure against unreasonable searches.

Prosecutors allege the search warrant Goines prepared contained false statements and led to the raid, which resulted in the couple´s deaths and injuries to officers.

Bryant faces one count related to obstructing justice by falsifying records. He's accused of falsely claiming in a report after the raid that he had identified as heroin a substance that was bought at the home before the raid.

Authorities allege Goines lied in the search warrant about having a confidential informant buy heroin at the home. Goines later acknowledged there was no informant and that he bought the drugs himself, authorities said.
A civilian, Patricia Garcia, is accused of making fake 911 calls that led initially police to the home. She is facing one count of providing false information.

Federal prosecutors allege Garcia made several calls claiming her daughter was inside the couple´s home, that the couple were drug addicts, drug dealers and had guns inside their house.
Goines faces up to life in prison if convicted of the most serious charges related to depriving the couple of their constitutional right to be secure against unreasonable searches. Bryant faces up to 20 years in prison while Garcia faces up to five years if they´re convicted.
In state court, Goines is facing two felony murder counts while Bryant is charged with tampering with a government record

The Federal investigation into the no-knock raid on 7815 Harding Street in Houston Texas, on January 28th, 2019, where the married couple, Dennis Tuttle and Rhogena Nicholas were killed in their home, has resulted in indictments and arrests for three people. Those three are former officers Gerald M. Goines, 55, Seven M. Bryant, 46, and neighbor Patricia Ann Garcia, 53.

There were many suspicious facts about the raid that raised red flags from the start. Initially, the Houston Police Department, Police Chief Acevedo, and the Houstion Police Union circled the wagons and insisted the raid was legitimate.

The caller was no relation to the Tuttles. She only lived across the street. The "daughter" in the house never existed, except as a fabrication. As there was no other woman in the house, people concluded Regina was the non-existant daughter.

It is now understood 7815 Harding Street was the targeted address for the raid. Early speculation of a mix-up with another address (7815 Hardy Street) was not correct. The police did not mix up the addresses. Chief Acevedo did not help when he mixed up "Hardy" and "Harding" in early reports.

There is an unresolved ambiguity about how the .357 revolver was not included in the initial inventory at the scene, then showed up later.

One advantage of our litigious society, is pressure can be exerted in cases such as this.

The deaths innocents and wounding of officers could have been entirely prevented, if the warrant had been presented in a reasonable manner. No-knock warrants are controlled much more tightly now, according to Chief Acevedo. No-knock warrants should be exceedingly rare in the United States.

A question for readers to consider: Houston is a heavily Democrat city. Would the federal investigation of the Harding Street no-knock raid have occurred if Hillary Clinton were President?
