For those unfamiliar with Jeff Dunham he is a famous ventriloquist. Two of his most famous puppet characters are an severely politically incorrect old man with a bad attitude named Walter and a skeleton with a turban named Akmed the dead terrorist. Akmed is an incompetent suicide bomber. When Jeff asked him how he died, he said "I set it to go off in 30 minutes but it went off in 3 seconds." He then looks at Jeff and adds, "You know what's that's like, right?"
This video skit has Akmed playing a dead journalist in a riot torn US city, which he is describing as a peaceful protest despite fires and a few explosions going off in the background. Akmed is moderating a video debate between Donald Grump and Ben Hiden, as in hiden in his basement. Both characters are played by Walter.
Warning: this is strictly satire and he skewers both guys pretty equally.

And ironically the question of her name in the skit has a little real life relevance, as there is a video out there of Biden mentioning her first name and mispronouncing it terribly.
