Depends on the facility, the outside/inside temperature, the mood of the general population, the cross-cultural communication between the generally rural staff and the urban clientele, etc.

Depends on the day’s menu and whether the top administration has its collective fingers on the population’s pulse.

Depends on the riot rumor de jour is accurate or just Cheeze Whiz being spewed into the air.

Depends what is on television.

Depends if the population is busy or indolent.

Depends if the staff is having a lucky day…

Many years ago, commentator Paul Harvey said to the effect, “Working in a penal facility is composed of hours of sheer boredom, punctuated by moments of sheer terror.”
