I'm fortunate enough to now live in a non-notify state, but when I'm back up North, my rule of thumb is to not even consider notifying if the LEO has not clearly "stopped" me (contrast, one of us asking the other "how's the weather", etc.). If he approaches me, and if it even starts to resemble a "law enforcement purpose", then, and only then, I may well migrate to, "Hey, I'm not sure this situation actually requires me to notify you yet, but just for the record, I do have a License to Carry A Concealed Handgun, and I am armed. Just so you know...".
Then let it go where it will. Those few times I've had to notify, it's been a total non-event, but those posters are right who say you never know the mindset (or lack of understanding of the law) of the LEO you're talking to.
