They were responding to an accident on the interstate and were walking up to a car that had overturned, probably thinking they were going to be helping an accident victim inside, when the guy pointed at the cops was a .44 cal handgun. The picture they showed on the news yesterday showed a .44 cap and ball revolver. According to this link they told him 41 times to drop the weapon, and only fired after it appeared he was trying to pull back the hammer. If I had to guess based on the limited amount of info available right now it sounds like suicide by cop. If he could've gotten the hammer back and fired a round it would've been just as deadly as any modern round.

Are cap and ball revolvers still exempted from filling out a Form 4473 to purchase? (I know that some states, like California, treat them legally the same as cartridge firearms.) Not saying that had anything to do with this situation in particular, but it's a strange choice of weapon. If this really happened as described by the police, that is.

They are not firearms under federal law so no 4473 is required, but Ohio has a restriction on selling them to felons.. see the Ohio Cableas percussion revolver murder case..
In the Ohio case, authorities said that Bryan Galliher died in 2016 after his neighbor shot him with a replica 1858 revolver that he had bought by phone from Cabela’s. Galliher's family sued in 2018, saying Cabela’s never should have sold the gun to the neighbor because he had a felony conviction for assault and was ineligible to buy it under Ohio state law.

Cabela’s shipped the revolver to the neighbor by mail and did not require him to complete a background check, a step that would have shown it was taking care to enforce state law, according to the lawsuit. It later sold him a powder loading kit, too, the suit says.

Apparently it doesn't matter. They reported on the news the other night that the black powder revolver was reported stolen.

Did it say anything about a possible motive?
The first is claiming the guy was a (allegedly famous) knife designer. The other site is the designers site.
