Cincy body cam video released of shooting in Kentucky

Allegedly the officers merely went to Covington Ky to interview the mother of a suspect, but the suspect went out the back door and CPD officers were waiting for him. He was armed and they gave commands for him to drop the gun before they shot him. Kentucky state police is investigating because allegedly Covington police were not present. IDK if they were even informed or not at this time. Cincy PD officers do not as far as I'm aware have any law enforcement authority in Kentucky. Just like anybody they have the right to defend themselves.

That they do not. This will be an interesting one to watch... they certainly have the right to defend themselves in the same vain as any other ordinary citizen. However, not being able to act as police officers in KY, they did not have the right to order him to stop or even to drop his gun. I haven't seen the video but I've heard on the radio he never pointed it at the police. But maybe KY has some citizen arrest type laws. Like I said, it will be interesting to watch as it's way more complex than the police attempting an arrest of a felon. Would have been cut and dry in Ohio.... not sure how this plays out since they weren't legally able to act in a police officer capacity in KY.

I do foresee changes in CPD procedure coming out of this for sure...

The Commonwealth Attorney aka prosecutor in Kenton County, where this happened, is none too happy about the Cincinnati PD releasing that video while it's still being investigated by Kentucky State Police as well as the locals.

If they had no authority to act as LEO's then it should be treated as attempted kidnapping and murder. Same as if anyone else had crossed state lines and did what they did. Them being LEO's should only make the response and charges harsher. They are supposed to know better and they should be held to a higher standard. Wonder if there are any federal charges to be brought for acting under color of law or whatever it is when there is an abuse of authority?

Well, (sorry if I'm recapping old news) story is the Cincinnati PD went to Covington Kentucky to talk to the mother of a fugitive they were looking for. Then the fugitive himself showed up. Did they have the local police dialed in and on scene with them? I would think so.

Well, (sorry if I'm recapping old news) story is the Cincinnati PD went to Covington Kentucky to talk to the mother of a fugitive they were looking for. Then the fugitive himself showed up. Did they have the local police dialed in and on scene with them? I would think so.

Also, Cincinnati PD has been under a federal consent decree for the last twenty years, and it compels them to release evidence from these situations in a "prompt" manner. That's vague, huh?

It's not that old. This source is only 3 days old. Although they say they were unaware that he definitely was there, it's obvious that they did (and should have) considered it a possibility as they allegedly had the back covered, which is allegedly where the shooting took place. Why the Covington PD wasn't the ones doing the shooting IDK yet.

On Tuesday, Cincinnati Mayor Aftab Pureval, Interim Police Chief Lt.C Teresa Theetge and other leaders held a press conference to discuss the shooting of 20-year-old Ali Coulter.

The shooting happened in Covington, Kentucky around 9:15 a.m. in the area of 18th and Garrard streets.

The Cincinnati Police Fugitive Apprehension Squad went to the home of Coulter’s mom to speak with her about her son’s whereabouts, Interim Chief Theetge explained.

Coulter was one of two murder suspects in the April 6 homicide of Christian Jones in Cincinnati, she explained.

Covington officers were at the scene as part of the investigation. Per the CPD spokesperson, it is typical for the Fugitive Apprehension Squad to travel across state lines to conduct interviews. According to protocol, members of the squad were accompanied by Covington police.

The officers were unaware Coulter was at his mother’s home when they arrived, Theetge said. It was not until Coulter came out of the house, armed with a loaded gun, that officers knew he was there, according to the interim chief.

FOP President Sgt. Dan Hills said Monday Coulter “ran at” the officers.

Two officers, identified as Officer Charles Knapp and Police Specialist Mark Longworth, fired at Coulter, Theetge explained.

Knapp and Longworth were the only two officers who fired their weapons, she added.

Police then rendered aid immediately to Coulter before EMS transported him to St. Elizabeth’s Hospital. The 20-year-old died at the hospital.

Officers Knapp and Longworth are on paid administrative leave.
According to this source, an arrest warrant for murder was issued on 4/7/22

So Cinci PD says Covington PD WAS there. This will be interesting to watch unfold. Not terribly concerned about Covington not doing the shooting, we don't know precisely who was where, and who was first to perceive an immediate threat. If any video exists, it will be good to see precisely how stuff progressed from the time he came out the door. I'm not drawing any conclusions until it's all public.
