armed citizen saves woman's life from 3 dog attack

Saved for now at least. There's a chance she might still die, and she's lost both arms, her esophagus and part of her colon. She's in intensive care, and allegedly not yet aware how badly she is injured. If she survives she's going to have to face a traumatic psychological shock, and one relative stated she might not want to live that way.

One of the news sources said the man who saw her being attacked had to go get a gun to shoot a shot into the air to scare the dogs away, but another said he was "riding by" and saw the attack and stopped and fired, suggesting he was on a bicycle or motorcycle, and maybe his gun was on the motorcycle instead of on his person. I know some people who prefer to carry this way when riding. IDK what he would've done though if the mere gunshot hadn't worked. Regardless it's just another example of a good person stopping an attack with a firearm.

Does SC have some seriously screwed up dog laws or something? Both articles mention that it is not known if the owner will be charged or held accountable. WTF? If she is walking down a public street then the owner absolutely should be held responsible.
