If he was doing that day what he was doing in the video, it looked pretty obvious to me that he was signing, despite his disability. I'm sure there's more to the story than just what the news media is saying, but what that is IDK.

I noticed one thing here: The Dayton Police held a review and found their officer did nothing wrong. The independent Citizen Review Board however differed and an appeal is pending. Policing can be difficult but not sure the police should handcuff this guy. He is deaf with cerebral palsy so his jerky movement and use of sign language lead them to cuff him and take him to the hospital for drug evaluation but fortunately the doctor knew him and paid for his cab ride home.
