"Ghost guns are untraceable firearms that can be assembled at home." Nice of them to explain to me what a "ghost gun" is. Reminds me of "fat dog" on the show Community, a reference few of you will get.

Well, not really nice since it is completely misleading. As I'm sure you understand, you can't just "assemble" a gun from an 80% receiver, the receiver must be machined, then built - both steps requiring special tools.

I was referring to AR-pattern rifles and Glock-like pistols built from 80% lowers and receivers. 3d printing is an entirely different animal - and as far as that goes, a lot of people have experienced spontaneous disassembly first-hand (no pun intended) attempting to print a functioning firearm. So, in this case, an expensive tool (the printer) and the correct materials and expertise are still needed.

The proposed "ghost gun" regulations were released yesterday.
What makes a part or kit at the “readily completed” stage? That’s a good question and one that the ATF won’t be anxious to answer. Keeping that unclear leaves the agency able to make up the standard as it goes and enforce the new standards in its typically vague and opaque way.

The ATF created a new definition of a suppressor to be a “housing or holding structure for one or more essential internal components of the device, including, but not limited to, baffles, baffling material, or expansion chamber.”
