WHIO: concealed carry license data in Miami Valley

If you scroll down there is a video where a woman claims the Ohio CC license is too lax, that allegedly a highway shooter in Columbus could've potentially gotten a chl if he wanted to because his mental problems didn't put him in court. The video however does not say what the supposed solution is. Either the person is legally able to own a firearm or they aren't. If they are, what's the real safety issue with them legally carrying it concealed as opposed to open? Whether they are licensed or not, or even whether they have a badge or not, if they're doing something illegal with a firearm, then that should be the main focus.
