It started with a loud boom around 4 p.m. and was followed forty minutes later by a much larger explosion.

Cited with inducing panic ... with the case turned over to the county prosecutor. Looks like he is being arraigned tomorrow on the inducing panic misdemeanor.
He might consider pleading guilty at arraignment before he catches an F2 for manufacturing dangerous ordnance.
