COLUMBUS, Ohio -
Ohioans who already have a conceal and carry gun permit no longer have to go through another background check to buy another firearm.

Attorney General Mike DeWine announced on Wednesday that residents who have a valid concealed handgun license are considered to have sufficient background checks to purchase firearms without the red tape of another background check.

provided the Ohio concealed handgun license was issued on or after March 23, 2015, and that the permit has not expired under state law or been revoked.
No surprise there, just clarifying.

So.. No need to have CHL holders on the same list multiple times. Woohoo is right.
What else needs to transpire before this is implemented at gun counters across the state?

The desire for the dealer to use the CHL in lieu of a NICS check. I expect it will be a slow roll out, and since it is voluntary there may well be those that will not ever implement it. I could see some waiting until March 23 2020 so that *all* unexpired Ohio CHLs qualified, that way there is one less thing to worry about to be in compliance.

Depends on the dealer, it is up to us as licensees to decide if we want to do it.

I already have a sign at the counter, saying if your license is issued or renewed after 3/23/15 we are fine using it in lieu of the background check.

Remember, this ONLY replaces us running the background check, you still do the 4473 (on paper or electronically as we do). It saves hardly any time, maybe a minute....

Yup, as I've said this really only helps those who regularly get delayed / denied and have to appeal. For the rest of us, it is a matter of a couple of minutes. I like it, but for me, it's more of a "meh".

It can be a big deal sometimes. Just the other month the phone system into NICS was down over the weekend. It was the same weekend as the Medina gun show and many of the dealers there count on phoning in the background check. A friend of mine made arrangements to call home to his wife who used the online system the next day but some weren't able to make arrangements like that and weren't able to sell anything all weekend. I heard one dealer complaining on losing over $5,000 in sales on Saturday. I've also been there while dealers have waited for close to an hour to get through on the phone system. It's also likely to drive some who regularly get a delay into getting a CHL even if they aren't interested in carrying just to avoid the second trip to the store or dealer. Closest thing I see to a downside is as more states do this, the number of NICS checks will decrease possibly leading the left to claim that gun sales are declining when they are actually increasing or staying the same.

I don't get why any dealer anymore who values their own business would not use the online system, its easy to use and could even work on a cell phone, i have had to do it. The old one was terrible, but the current one is easy.

There must be certain days and times when the phone system works best. My last dealer purchase was on a weekday around 5pm. I was standing there while the dealer called it in. It was approved seconds after he gave them the info.

It's an outsourced call center and they are slowly ramping it down because, well this is 2016 not 1980 and more than half the checks are now done electronically. So sometimes it's better than others, as long as you don't get to further review which can take forever waiting for an actual FBI NICS examiner to free up.
