Regardless of the "permit" question, should the State gov't regulate that this man couldn't shoot back at these criminals who were openly threatening to take his life?

So, if he has a "permit", would he have been more justified in his self-defense?The complaint did not confirm whether the intended robbery victim held a legally issued concealed-carry permit.
