I live in cuyahoga county what adjoining would be best to go to for CCW application

Without question go to Lake County. Their turnaround has historically been about 10-15 minutes after you enter their offices.

Lake County and Portage County are both less than 30 minutes walking out with your license. Geauga is a coupe days.
