No word on what will happen if these emergency orders go past 30 days. The Montgomery County Sheriff Office’s Concealed Carry Weapon Licensing (C.C.W). department located at Sheriff’s Office Headquarters at 345 W. 2nd Street, Dayton, Ohio has suspended their services (until further notice).
The Sheriff’s Office is following recommendations from both the Ohio Department of Health and Public Health – Dayton & Montgomery County to take necessary precautions to help prevent the spread of COVID-19. In addition to the closure, Montgomery County Sheriff Rob Streck has also sent non-essential support personnel home due to the mandated stay-at-home order issued by the Ohio Department of Health.
Customers with appointments scheduled during the mandated stay-at-home order for either C.C.W. or Webcheck background checks have been cancelled. Permit holders are still legally able to conceal carry for up to 30 days past their permit’s expiration date. C.C.W. permits can be renewed anytime following the expiration date without penalty.

On a related note, the Governor just signed a bill declaring that any CHLs that expire during the declared emergency will remain valid until 90 days after the emergency declaration ends or until December 1st 2020, whichever is earlier.

Just in case someone is stopped and has an expired CHL, here is at least one link that can be printed out, in case the LEO doesn't want to take your word for it.

Deadline Extensions for Publicly Issued Licenses
Extends deadlines for license renewals if the license is issued by a state agency until 90 days after the end of the state of emergency or December 1, 2020 whichever comes first. It also extends the time licensees have to comply with requirements to maintain a license. This extension does not prohibit an agency, board or commission from taking disciplinary action against a licensee except because of compliance with renewals. It also does not delay any duty an individual has to register as a violent offender, arson offender or sex offender.
