Update - I found the OSU policy. As I suspected the exemption mirrors and explicitly cites the parking lot law (ORC 2923.1210). That's important for two reasons:
1. It shows the real motive behind the policy change.
2. Because of the language disconnect between 2923.126 (B)(5) and 2923.1210, student/facility licensees should be aware that while 2923.126(B)(5) allows one to possess a firearm outside a vehicle while in the immediate process of placing it in the vehicle, 2923.1210 and university policy do not.
