Can you identify this ammo?

Hi All, While the in-laws were cleaning out the family home, a small box of ammo, brass and other WW-II memorabilia were found. All has been identified except 6 rounds of unmarked "ammo". No primers, appears to be a rim-fire cartridge, no headstamps of any kind. Seems to be plastic projectiles crimped in place, very light weight. Starting to think they are 'ammo' for a vintage toy six shooter.
