Champaign County Ohio fair was posted today.Anyone know if it is county owned?

2013 State Audit
A. Description of the Entity
The constitution and laws of the State of Ohio establish the rights and privileges of the Champaign County Agricultural Society, Champaign County, (the Society) as a body corporate and politic. The Society is a county agricultural society corporation formed under Chapter 1711 of the Ohio Revised Code. The Society was founded in 1841 to operate an annual agricultural fair. The Society sponsors the week-long Champaign County Fair during August. During the fair, harness races are held. Champaign County is not financially accountable for the Society. The Board of Directors manages the Society. The Board is made up of 26 directors serving staggered three-year terms. Society members elect Board members from its membership. Members of the Society must be residents of Champaign County and pay an annual membership fee to the Society.

NO DOGS ALLOWED ON GROUNDS FAIR WEEK
NO GLASS BOTTLES OR CONTAINERS ON FAIRGROUNDS
NO BICYCLES OR SKATEBOARDS ALLOWED ON GROUNDS FAIR WEEK
NO PRIVATE GOLF CARTS PERMITTED
NO WEAPONS PERMITTED
Do NOT ask for a Pass – Support Your Fair
Ignorant or Stupid, I'm not sure which is worse. If someone were stupid, at least they'd have an excuse for all the dumb things they say.

I am really lost when reading legal stuff unlike many of you.
Are they permitted to post under Ohio law?

Went pass the gates at the fairgrounds today 9/23/19 and the "NO GUNS" signs were gone. This is what I suspect they are doing. During the fair they post the signs. After the fair they take them down. This is what happened last year, 2018. I would imagine their logic is to post and by the time someone complains about the signs the fair has run it's course. It's sneaky and the Sheriff goes along with it.
