That exception applies to handguns only though, which the AR-7 is not.

I disagree, the wording of the exception does not specify that it only applies to handguns. In fact, it says "as long as no ammunition is in a firearm, other than a handgun,". The statement is an exception itself. It's stating when those restrictions don't apply. They don't apply "as long as no ammunition is in a firearm, other than a handgun,". You are misreading the statute. It essentially is saying that a licensee may carry ammunition in magazines or otherwise anywhere in a vehicle except in a firearm other than a handgun. Nobody is saying you can have a loaded rifle magazine inserted into the rifle, we are saying that with a CHL you can have loaded rifle magazines anywhere in the vehicle as long as they are *not* inserted into a long gun.
