The next time he's out shooting, wait till he's done, then setup a similar hunk of wood a foot inside your property line and explain that you're going to use it for your backstop.

Ask him if he minds if you shoot at the same time he's shooting.
I likes it.

That will likely open the neighbors eyes very quickly.

It might be a stretch, but would this apply?
2923.161 - Improperly discharging firearm at or into a habitation, in a school safety zone or with intent to cause harm or panic to persons in a school building or at a school function wrote: (A) No person, without privilege to do so, shall knowingly do any of the following:

(1) Discharge a firearm at or into an occupied structure that is a permanent or temporary habitation of any individual;
I tend to think not (knowingly vs recklessly, etc), but I'm also not the expert on these things.
Ruger P95 9mm
More to come, I'm sure.

Buy a sheet of plywood and set it up centered behind his on your side. After he shoots look for misses that hit your plywood. maybe set up a camera while you are gone to monitor your new plywood.
If the shots get through to your side you can negotiate a remedy and if that goes nowhere you have proof.
