If the firearm is coming from out of state, it has to go through an FFL in your state of residence. Generally, you would find a local FFL who is willing to do the transfer (for a fee, which can vary wildly) and notify the seller what FFL to use, send them appropriate info (FFL name, address, copy of the FFL, etc.). Then, when the firearm arrives you fill out a 4473 and the FFL does a background check and if all goes well, transfers the firearm to you.

If the firearm is coming from within your state of residence, you generally meet up somewhere and make the purchase/transfer. Ohio does not have any specific requirements for person-to-person transfers other than you cannot knowingly transfer a firearm to a prohibited person. Often, the parties involved will show each other their Ohio DLs to confirm residency, and the seller may ask if the buyer is legally able to possess the firearm. Some sellers want to see an Ohio CHL to confirm the buyer can pass a background check, and others may want a bill of sale.

Typically when you go to pick up an out of state gun at your local FFL, you are given an opportunity to look it over an make sure it is what you ordered and in acceptable condition. Do that before starting the paperwork. If it is wrong, refuse it and have it sent back. Once the paperwork is processed, it's your gun.

Over the last ten years, I've bought several guns from Bud's and never had a problem, everything went smoothly.
