Arrested for inducing panic and a drug charge or charges. I'm guessing because of the drug charge he might be a prohibited person but they haven't charged him with that yet. One of the rifles had a drum mag inserted, which one of the callers mentioned. It also said that at one point he walked thru a yard, for what purpose it wasn't stated.
As reported on News Center 7 at 6, a Dayton man is behind bars, charged with inducing panic after allegedly pulling out two assault rifles while walking across a freeway overpass.

“It looked like two assault rifles he was carrying in a bag and he repositioned a couple of them,” a 911 caller tells Dayton police dispatchers.

The man, later identified as Phillip Howard, continued his walk across the bridge of Smithville Road over US-35.

“They’re both slung around his neck and hanging down in front of them,” another 911 caller said.

That information had crews trying to catch up to 53-year-old Howard as quickly as possible.

One caller managed to see him come down the hill past Rally’s and into the backyard of a nearby home.

According to a Dayton police report officers found Howard and grabbed the high-powered weapons he carried.

Howard is facing charges of inducing panic among other drug charges.

That is very strange wording unless WHIO news thinks that inducing panic is a drug charge.

Hope he has a good lawyer well-versed in Ohio firearms law. As I understand it, the Ohio Supreme Court has ruled that the mere act of exercising ones constitutional rights cannot be the sole basis for an offense. Unless he was doing something more than walking around with the firearms, like pointing them at people or waving them around, the inducing panic charge should be able to be thrown out.

A story claimed that the man fired the rifles. But I only heard.it reported that way once.
Quit worrying, hide your gun well, shut up, and CARRY that handgun!
