SB 283: Restrict firearm transfers; require background check

S. B. No. 283 - Senators Thomas, Schiavoni.
Cosponsors: Senators Skindell, Williams, Brown, Tavares, Sykes, Yuko.

To amend sections 2929.28 and 5122.311 and to enact section 2923.26 of the Revised Code to prohibit a firearm transfer from a person who is not a federally licensed firearms dealer to a person who is not a dealer unless it is done through a dealer, through a law enforcement agency, or pursuant to a specified exception, and to require that background checks be conducted when a firearm is transferred through a federally licensed firearms dealer or a law enforcement agency.

I've done a quick 1st read, and yes it is as bad as it sounds. Although they did make exceptions for loaning firearms for hunting, shooting competitions and target shooting (but only at an actual range), there is no exception for transfers between family members or by bequest.

I would just go in front of the Senate and ask them to name one mass or school shooting that the shooter DID NOT pass a background check or DID NOT steal the firearms used in the offense. Last I checked, none were "borrowed" or purchased private party.

So much for the naysayers '' it'll never happen here'' :P

Of course, those guided by the ever (never) present 'I just don't wanna do anything' mantra will continue to placate themselves against any activism at all, including the extreme heavy lift of the phone receiver...

In my view, it's the low-hanging fruit. They can say that they got something done, by these new requirements.
