That's because the victim isn't going to report anything for fear of getting shot. Think about this for a moment. An actual rape or attempted rape would lend credibility to Ms. Damond's actions. The "blue line" is going to portray Ms. Damond's actions as foolish, even though she had the best intentions. The "blue line" is going to make the most about the noise of the fireworks sounding like gun fire to add to the perception the moron with the badge had of the situation.
They are going to make the most of the tension in the situation, the [perceived] sound of gunfire, the rapid approach of someone to the police vehicle... Hopefully you get the picture.
The fact that nobody has come forward to report any rape or attempted rape helps the "blue line" in their defense of the moron with the badge and the fact that they hired him.
Put yourself in the shoes of the victim. Someone raped you, or tried to rape you. You might be able to identify the assailant(s), who might be a Somalian Muslim. I'm saying that because a lot of rapes, have been committed by the men of "little Mogadishu." If you, the victim, were able to identify the rapist(s) then the "brotherhood" would be after you to make sure you will not be able to testify.
Keep thinking like the rape victim as I continue. You are in fear of the rapist(s) coming back or an attack from the rapist(s') confederates. You live in an area where the law enforcement agencies as well as city hall have done nothing about the violence and mayhem coming out of "little Mogadishu." In fact, that same law enforcement agency which has been purposefully blind to the offences of the Somalians has used a Somalian to kill a person reporting the rape.
The victim could be saying to herself, "Who is going to believe me when the system has been protecting the Somalians in the past? What will happen to me if I go to the police station to report the rape? Will they arrest me? Will they shoot me? If I report the rape, what will the rapist(s) do to me next? I have to protect my family. If they can't get to me they will try to harm my _________. The cops and city hall are doing a lot to protect the Somalian cop and cover their tracks. If I report the rape they're going to post my name and picture all over the country. My life will be in greater jeopardy than before. I better keep my mouth shut and hope it doesn't happen to me again."
The victim has everything to lose by coming forward with a rape charge.

The father of an Australian woman who was fatally shot by a Minnesota police officer this year said he was "deeply concerned" about the state's investigation into her death.
"We are apprehensive that perhaps the BCA [Minnesota Bureau of Criminal Apprehension] has not fulfilled its promise," John Ruszczyk, the father of Justine Damond, said at a news conference in Sydney this morning.
"We are deeply concerned about the possibility that the initial investigation was not done properly," he added.
So if you are a cop and murder someone; all you have to do to avoid a murder charge is avoid answering all questions.Noor, who has not been charged, has refused to speak to investigators.

Minnesota’s Star Tribune newspaper reported it obtained a court filing in the case made on Wednesday that said Noor intends to claim he used “reasonable force” when he shot Damond, a spiritual healer from Sydney, should the case go to trial.
