I tried that when my neighbors son was home alone and (I think) smoked Salvia. He was cawling around the lawn on all fours talking to and grabbing at invisible ++++ in the air. By the time the police and EMS arrived, the effects were wearing off and he strightened up enough to convince them they could leave. In truth, all I asked for was for a squad car to check on his well being....and I asked to remain anonymous. They sent the whole platoon, and apparently someone told him "your neighbor ------- was concerned about you" :? . He was bent about it for a few weeks, but now waves at and occasionally talks to me. The point being the dispatcher cannot absloutely guarantee you'll remain anonymous...so call at your own risk.
Okay, I confess to ignorance, but the heck is Salvia? (obviously not a brain enhancing substance)

A wayfarer should not walk unarmed,
But have his weapons to hand:
He knows not when he may need a spear,
Or what menace meet on the road.

Wow start documenting! Keep on that tape recorder. Download Bambuser on your smartphone. Get a couple dash cams and set to loop record. Download an app to your phone to record all phone calls.

You may wish you had some documentation 1 day

There is nothing the civilian consumer can get their hands on at any store that is not trackable. Do not be fooled.

The phone doesn't need to be untraceable, just the ability to connect the phone to the caller.

Find another place to live.
Seriously.
There are far too many places to live to have to put up with crazy neighbors.
IN the mean time call the police whenever he has an episode.
