If the government had claimed to be a Hollywood movie production, no one would probably complained or asked what will be sprayed. In fact, they would be lining up and fighting over the opportunity to participate. :roll:

Maybe, but the chances of the movie crew accidentally releasing a live bioagent are pretty much 0. The gov't is releasing what they call "inert chemical and biological simulant materials" which they say are 100% safe. The guy quoted at the bottom of the article is right that "inert" <> "safe". Radon is an "inert" gas. It's also radioactive and a carcinogen.

The gov't says the inert compounds include titanium dioxide which they correctly say has many safe applications including sunscreen. Of course, nearly everything is either safe or dangerous in the right/wrong amounts. From wikipedia:
Titanium dioxide dust, when inhaled, has been classified by the International Agency for Research on Cancer (IARC) as an IARC Group 2B carcinogen, meaning it is possibly carcinogenic to humans. The findings of the IARC are based on the discovery that high concentrations of pigment-grade (powdered) and ultrafine titanium dioxide dust caused respiratory tract cancer in rats exposed by inhalation and intratracheal instillation.
