I am meeting a guy tommorow to buy a used camper.
If I have the signed and notorized title in hand am I
allowed to transport it home without plates?

Technically no. You can be issued temp tags for it and must use those to move it.

I've done this a couple of times with boats (on trailers) and twice with a used car. Jedi is correct in that this is technically not allowed. Having said that, in each instance I had the title and a dated bill of sale. I was never stopped, but wasn't overly concerned if I had been.
In contrast, I was driving my wife's car one day and was parked at the office on the weekend. A state highway patrol officer was (I assume) doing security checks and my car was the only one in the lot. Long story short, he noticed that the wife had failed to renew her tags and that they had expired. Almost a year prior. Oops.
He was nice about it and just said not to drive it around until it was registered, but he claimed they can impound vehicles that aren't properly registered. So, there's that.
