It appears to be a winder of some variety.
With the legs expanded, wire or string is coiled on it, looks like a pulley on the other end, probably low RPM turned under power.
Once the desired length is wound up neatly on the device, the legs are collapsed and the coil slid off.
Least that's how a similar dingus works at our hardware store!

Most of the guys I knew who would know if I am right are dead but it may be a coil winder for rewinding electric motors.

If not I would guess a universal muffler bearing puller.

Is the clamp original to the tool? The metal of the clamp and the expando-part look different in the pic.


Maybe something to swage light materials open? Gutters, rubber bands? Just spitballing...
