Nothing on it. The base of it's made of brass.

The guys that work for the township found it in a junk collection. Been laying on the desk down there for a year or two.

We have something very much like this at work, except it is much larger and has a crank in the back, used for winding lengths of communications cable from a spool into bundles for different jobs. Really looks like a manual winding jig of some kind, but I couldn't tell you for what.

looks to me like something to expand heavy gauge o rings, maybe over something like a housing or shaft for a water tight fit or something, if it was for winding coils, the center part would spin, If you have ever tried to expand a 1/4 inch thick o ring, you would sure like to have one, I've used something like this for that very purpose, but was hand held.
