It seems like no matter what I enjoy doing, someone in government doesn't want me doing it. Quads can be dangerous if not ridden safely. It should be up to me what risk I am willing to take, or will allow my children to take, not some appointed government bureaucrat. It's like they want to control everything one does right down to the smallest detail.
