Will someone explain why the Deputy HAD to cite the OP? Is there a quota or career benefit for officers?

Someone higher up would probably frown upon it if he didn't.

And crash reports are time consuming.

Welp, a cool $240 later and I have no points on my license and only a non-moving violation on my record. That'll do pig...that'll do.

My daughter got cited in Feb '12. She hit a patch of ice and spun out into a culvert. Damaged the front suspesion and had to be towed. Because she had to be towed, she was cited failure to control.

Maybe your tire lost traction on some loose gravel. You controlled it into the ditch vs oncoming traffic out of concern for safety of other drivers on the road.
Gun Control means using both hands and hitting your target.

In OH, if you crash attempting to MISS hitting it (& don't hit it), you get a failure to control ticket.

In OH, if you crash after HITTING it, you get NO failure to control ticket.
That's pretty sad. "Sorry Mr. Judge, I wanted to avoid that kid that ran out in the street, but I knew if I did, I'd get a ticket. However, if I mow him down I don't get in trouble". :-(
