I would definitely announce in the cheesiest manner possible that they are under citizens arrest.
Then I would recommend handing them a pair of handcuffs and requesting they do the right thing.

I just came across this on TTAG
Looks like an open carrier made a citizens arrest on a guy that did a hit and run. So far looks like all went well.

I have struggled with dyslexia my entire life. I know it's spelled wrong but thanks for pointing it out.
