Short story:
Witnessed a non-injury accident. The non-offending driver was a scared kid who asked me to stay and talk to the police. I complied. I informed as required. The responding officer didn't flinch, or cry, or want to know why I didn't inform with smoke signals before he was in audible range. He just said, "OK, what happened with this accident?"
Good encounter in my opinion.
