IMHO, any able bodied person letting his/her yard get into THAT state illustrates a mental condition. Even IF someone did not have the time or will to cut the yard, they could hire a yard service (or local kid) to cut it at least once a month.

Hard to tell from the picture what is growing there. It looks like a slope that would be difficult to mow. Many people use ground cover type plants for situations like that and that is considered acceptable in many places.

Private property rights and all.

Imagine if he "accidentally" shot a huge hole in that pool...that would be one sweet waterfall coming down those steps between all that overgrowth... :D
