It's in Washington State.
Marysville police Cmdr. Mark Thomas on Monday said it’s unclear if the other people involved fired their guns lawfully, as they left before law enforcement got there. Security footage showed one of them getting in a vehicle just as the first officer arrived, Thomas said.

“Anytime you’re firing a weapon in a public place, especially a few days before Christmas in a crowded parking lot, it is a grave concern,” Thomas said.
It then said,
The department is asking those who shot at the car to come forward and provide statements.

Well, that sounds like a request. A request is not a demand so the good citizens are under no obligation to comply with the request. Even if the Department were demanding that the good citizens come forward that's a guarantee for a legal nightmare and would surely scare anyone with any common sense away. Heck, the request is still a guarantee for a legal nightmare for the good citizens.

It also sounds like the Department doesn't have enough evidence for any arrest warrant for any John/Jane Does.

If I were to advise any of the good citizens involved in thwarting the robbery, it would be to stay home with their mouths shut. Then, after a while, all may be forgotten.

This kind of reminds how they found Ken McElroy, perforated with bullet holes, in Skidmore, MO in 1981. Nobody saw the shooting. Nobody saw the good citizens of that community rid the area of a scum bag who terrorized anyone who got in his way.
