DC Officer commits gun turnover

Reports are coming in about a man who stole a special police officer’s gun in Washington, D.C.

The officer allegedly confronted the suspect who had stolen Tide from a grocery store. The officer’s gun fell out of its holster and onto the ground, at which point the suspect took it and ran off.
Possession is 90% of the law?

Were the two of them rolling on the ground fighting, with the shoplifter trying to take the gun? Otherwise, I can't quite get my mind around this.

How SPECIAL is the officer ? I can tell you right now it wasn't a Serpa... :D
